you get it anytime early. if you are losing it helps you mitigate the loss of the early game, if you are winning its a win more item. just dont get it late, bcs by then efficiency micro like dropping stat items when regenning, tread switching, etc, dont mean much anymore better get your core items like linkens/bkb/situational
