it only works when you chose the lvl 25 talent "splitshot uses modifiers" else only the main target gets modifiers.
the chance to cast chain lightning is there on each of ure shots BUT
When obtaining multiple items with the Chain Lightning ability, only the one that has been continuously the longest in the inventory works.
it also have a Cooldown of 0.2 so u can't proc it more than once in an attack
^ that's the real kicker of the build. You can only proc maelstrom/mjolnir once per attack because of the internal cooldown.
You don't need it to proc on every attack really, it'll proc on almost every attack with the split shot talent since it's a 25% chance (20% on mjollnir) and split shot hit's 4 targets. Chances of not proc'ing maelstrom are 75% x 4 = 31% chance, so you have about a 69% chance of it proc'ing with hitting 4 targets. If it could proc more than once, chance of it proc'ing off two hits would be super low, only like 12%, chance of 3 procs would be really low like under 6%, and chance of all 4 is under 1%. So it'd be super rare anyway.
