how can u say jugger spammable when it is 7.06 patch and jugger loses so hard? Why not CK or Sven for gods sake!

Yeah Imo sven can be spammed for ez mmr. But if u have troubles wining with Lich I have bad news for you ;p
PA does well except when your enemy picks a solo offlane viper and it should be an easy lane except the last person on the team instead of picking a ranged hero who would allow you to easily zone the viper out picks an ogre instead and everyone else on your team picks retarded shit like earth spirit and kunkka offlane and lion mid and so its entirely up to you to carry the game except you got fucked in the laning stage because instead of zoning the solo offlane viper your useless ogre does nothing which then allows solo offlane viper to bully you out of lane and build a sub 10 minute mek oh and every other member of your team feeds 10 kills except the earth spirit who feeds 15 and meanwhile despite all that you still manage to get the most kills and best KDA on your team.
Otherwise if you have a good lane and decent team line up then 7 times out of 10 you're going to have a super easy win.
I have nice winrate on lich but every Single time i pick this hero a Little Part of my soul dies.

Jug and luna are not very good right now.
I say troll, maybe sven. Lycan I don't play much, seems fine. Viper is actually fine, just rush mjollnir then get more speed items like ac/butter.
Weaver is ok but I have trouble with people spamming axe, lc and blood vs weaver.

Objectively the most reliable and versatile core hero in the game, as proven by anecdotal evidence provided by myself.
Jugg is a good laner really because its hard to kill him and he can solo kill ppl at level 6. Same with luna. I believe you are on the right track.
PPl are giving you good hard carries only and not good SAFE-laners.
This patch I see necro/veno first pick status and they both can go safelane. Other stuff is more situational.
cm 54%win rate on safe lane. Ck 52 lich 53, Necro has 54% too and Spectra is 55% Sven 53, Veno 51% WK has 55% maybe i miss someone more.
But it`s just win rate, for comparison. everthing on safe lane
