Depends maybe he's reserving his silence for you and only for you if possible or maybe you could have build Linkens to address your problem.

Of course he is waiting for you or your reflex is just bad. For instance, i played silencer last game and i predicted batriders move so when he blink in i am realy casting my ult resulting in us winning the tf

I would only use silence on Invoker and Puck, especially when it comes to fight, it's like having a 5v4 advantage by then.
If it is a fight instead of 0.000 reaction time counter initiation like Sky instantly silence when you blink into him, then I don't think there's much of a cheat going on.
