I can't think of anyone. Given favourable conditions a lot of heroes can 1-5:
Earthshaker, Sand King, Nevermore, Techies, Sven(with DD rune). Only if enemies are dumb enough to be bunched up.

If u have this farm by 20-21 min mark, u can jump into 5 enemies and shit on them assuming they dont have much aoe crowd control spells.

Its even better if u are losing, cos comback system will make u rich that way, just with 1 won teamfight.

What this post is trying to say which Hero is capable to get rampage.
As for early game, no Hero is capable to get rampage.
As for mid game, Hero that has AOE damage or cleave damage can get rampage. Those Heroes are Sven, PA(with Battlefury), Ember(with Fury), Sand King, Kunkka. These are only few to be mentioned.
