Overall versitality compared to success and stats on different heroes in the game puts you in certain mmr and you quickly move up or down depending on your performance which insures that only the best stay on top.
Well thats how id fix it anyway, i don't think its broken since if the system is so firm you can abuse that.

The matchamking system in Dota 2 needs a fix. How? I don't know. This is the place to theorize and hopefully agree with me that MMR needs a restructure of some kind. :)
