some people are just originally from higher skill brackets, and its pretty obvious in the very first matches that they are better than every1 else.

if you saved the money that you spent playing this game you wouldn't have played the game (or not played played 2 years worth of games) so you probably wouldn't be in very high skill.
people get to vhs skill because they're good at the game. if you're not going 20/1/20 in all your games in normal skill then you don't belong on vhs, because those games should be ridiculously easy, and if they're not, that means you're evenly matched against your opponents.
Well i def. dont deserve VHS, but i think i could make it to HS soon. i know im not goin 20/1/20 in my games, but even in the games i lose, its obvious im the dominant player on the team (with the exception of a few matches where i rage and tilt).

Steam does tracks your IP, but regardless of that, even i you're normal skill, you'll get to VHS after few games easily if you own normal/hs games.
Secret is get into VHS during first few matches, get high hero dmg/cs/gpm/xpm and maintain it during calibration games.
Try to win at least few games, and wo-ho, 4.5k mmr.
problem is for 2k and low 3k MMR players this is simply imposible.
so if you have 570 gpm, 610 xpm, 10kda 80% winrate you still get put into normal skill games
Partly depends on what you select when you start a new smurf. If you say you've played dota before it will automatically start you higher. Alternatively if you say you have never played it before and it puts you into a low skill one and then you just stomp because you are beating new players it will trigger smurf detection and put you into a higher skill bracket. Alternatively if you are just a normal skill scrub on your main you won't trigger as high smurf detection and while it might move you into higher skill it wont be >3.2k. Alternatively if you say you have never played dota 2 before and then deliberately play terribly like a new player it will keep matching you against the new players.
I find afking as riki to be the easiest since they will never buy detection you can run along with the creep wave soaking exp so you dont get an abandon. Since you get no cs and not many kills or assists you get a low gpm and usually end up losing more than winning. I found at that level deliberately feeding was actually counter productive because it would make the enemy overconfident and they would dive and throw whatever lead the feeding gave them. Plus past a certain point the exp and gold given from a feeding hero is counteracted by how much more your team gets from killing fed enemies in return.
