Having tp's in the inventory does't mean they will use them when needed. Some heroes, like Furion, also have their tp abilities, effectively reducing the demand for carrying scrolls.
That can obviously be factored in. But instead of that, you could gauge how far and often you actually travel. Basically, a blink is 1-1200 units of travel, a TP can well be 10k. By calculating that you get TRUE mobility. Even walking around in lane will grant you some mobility as opposed to just standing near the creep wave all the time (important to avoid for lane supports).
If it were factored this way, TPs would obviously outweight all other forms of travel because if you walk there instead of TPing, although you actualy get a bit more travel points, you also lose them in general, because it took you longer to get there.

I have a suggestion for a new tab in the TrueSight analysis: mobility.
I often see people point out the importance of always having a TP scroll on them, so how about some statistics that could display stuff like:
- TPs bought
- Boots of Travel bought - also if it's level 1 or 2
- TP's used
- BoT's used
- Time with no TP/BoT in inventory
- Time with TP/BoT in inventory ready to use
- Time with TP/BoT in inventory on cooldown
- Maybe some time-graph over this?
- etc.
Other ideas?
Teams with good mobility are often harder to beat. Let the data help show it. :-)
