well yea usually tags with history as long and big as navi are expected to consistently be one of the best and it's not unreasonable especially if u compare resources of an average t2/3 team(playing from ur moms basement) and navi(top notch bootcamps, special staff, high ability to poach players because playing in navi = $$$ regardless of performance)
