Man your PC is infected with some malware. I suggest download Malware Bytes ( you have to find it on a torrent , its not free), or just install a new , fresh copy of Windows
I reinstalled windows from that windows 8 option and its still there wtf , but thanks for the help, i tried malware bytes but nothing

Been using Common Sense since day one here, best AV I have ever used. Never had any malware or viruses.
