My usual pings are around 33 Eu west, 100 Ru, 150 Us east. This is while using Wtfast
There was a time when my ISP would rerout my line to halfway around the world before going to the server near my country, which made dota unplayable.
I used the free trial of wtfast to bypass this until the ISP was able to fix the problem.
