If there are 10 million players, then top 100 would be 100/1,000,000.
So top 100 would be 99.9999th percentile
Top 1000 would be 99.999th percentile
Not everyone exposes public match though.

but 10 million wouldnt have 30 games + at least 1 game in last month on each hero, it would have to be somewhat less than that i think
