MoM on sniper is good if you're not shit and know how to position well http://www.dotabuff.com/matches/831821121 and combo it with phase yasha or blink.

MoM on PA is shit but can prove useful if you go for something like an SnY seeing as you will be taking more damage. The additional miss chance will help and I have seen people do this on her and it can be hit and miss and game dependant as nukes hurt her and with MoM you're just making it worse

i think its not bad on pa if you have some advantage u can follow with a basher then a timing bkb just when teamfights start to happen with bkb u are scared of neither magic nor physical for like the next 15 mins of the game so u can take advantage of that i guess.
plus mom basher allows you to win any 1v1 encounters

MoM on Drow and Sniper is good. Some argue that is shit because it increases the damage you take on an already squishy hero, but the thing that you shouldn't take damage at all, if someone is close enough to damage you, you are dead with or without MoM.

MoM on PA is situational. Is extremely good against a team with pure physical damage, but is shit against any kind of magical damage because you die in two nukes.

Just remember the move speed on drow/sniper is just as good, perhaps even better, than the attack speed. You get it so you can have superior positioning, not just blow people up. No one is going to catch you with that move speed plus a yasha or phase boots. I find with s&y and/or phase boots though I usually have plenty of speed in my bracket.

its situational, as most items actually.
never get it against a hero like PA, or anyone with a blink/skill to get in your face.
on drow you can get it regardless of lineup and just push towers.
if you get mom on pa = report.

Don't get it on PA, The move speed is only good for running away since no one can kite a PA. She already has a ton of attack speed from her blink and agility and the more attack speed a hero has the less useful additional attack speed is. PA is always in the middle of fights so people will be nuking and attacking her +30% damage taken is really bad if you are getting nuked and attacked.

As a everyone else said it is good on sniper.
