Go to console and type this in: dota_tutorial_start lasthit
This will put you against a bot in the radiant safelane for 10 minutes and record how much cs you get/miss. Just keep practicing your heroes till you get 90%. It's all practice. Here are a few videos that could also help:

Farming is a lot more than lane mechanics though. You need to learn how to rotate through woods and lanes with maximum efficiency. Best way is watch a good video of someone getting 10+ cs/min and then copy their rotations. The biggest thing to remember is simply always be active. Do not waste time running between lanes or milling about waiting for fights to break out without purpose. You should be either hitting a creep or hitting a hero/tower.

Im a below average 2700 mmr player and while obviously in this tier I have many flaws in my game I think farming is the most obvious. Can someone point me to any resource for farming techniques?
