I believe its actually supposed to be 85% Normal and 3% Very High. But that was from a while ago and they seem to have changed a lot.

Well every other guy I see is either in very high or high... And I myself keep transitioning between high and normal. Evrytime I go on an extended leave I get thrown back to normal queue.

actually it's 33% each
That explains the increased number of people getting into VH since the release
