Temporary abuse of an easy to abuse system is not a ban worthy offense, however he should not be able to get into the records area because of the abuse if it was spotted or reported by users or devs.
It sucks I know, but its just something that some people will have to live with.
valve doesnt care as long as people buy hats and tons of players dont abuse sandbox to feed themselves from other accounts its all good
+ you should post things like this on reddit since valve devs read stuff posted only at /r/dota2 they even dont read their own forum

To be fair though, sometime on some people its when they leave and someone stays and feeds the leavers to punish them for leaving. I have seen this happen and you can't really ban someone for abusing the toxic nature of the dota2 community. Feeding yourself from another PC however should be a banable offence. IMO
Self feeding should definitely be a bannable offense.
Often it is easy to prove beyond reasonable doubt that it is intentional self feeding. No one gets that many games where the enemy mid has no intention of even getting a single last hit. Just spawn run in and die.
I saw on a previous topic the self feeder even used the same avatar on his feeding smurf LOL.
