I honestly don't know. I don't play Lycan. I heard he was OP as a jungler before TI2, but I didn't start playing dota until like 7 months after TI2.

No the wolves were stronger back then.

basicly wolves had 600hp at max level and lycans passive was global. He was way stronger back then.
