Let me change the question a bit.
When not to buy dagger?

You don't need blink when u get pike. Such a waste of slot. If you are really so bad at positioning get pike and shadow blade. At least u get stats and a decent escape.

You may not buy dagger when astral+blink doesnt give you a guaranteed escape (because of heroes like Dark Seer/Pudge)

Force/Pike and blink serve different purposes
In fact you can go those 2 and shadow blade if you REALLY need to.

blink is a pretty good item to outplay ur opponent and position urself. OD need mobility (blink 1200 distance, pike 600 distance) the most, before u go for items for mana pool, bkb or atk speed.
