It seems to be actually pretty bad apart from natural vanguard builders like Bristleback and Axe, which is maybe the intention. Normal Abyssal Builders like PA, Wraith King, Jug, Riki, etc don't really care about the extra hp, hp regen and damage block so much as they do the damage and bash.
One big change that seems to be overlooked is decreasing of cooldown on it from 60 to 35 seconds. 60 sec was a rather long CD, and a lot of pubers weren't thinking about using the active. Also mana cost got halved and it's cheaper now.
But honestly, item was too good, hudge damage boost, strong passive and active. Now it's gonna be picked up only if you really need the lockdown/already have DPS.
Vanguard riki could be a thing since he has low hp regen now
The bonus hp is also good
