I think as a ns player it depends on the hero. You can take all the tower if you play timber and they got no way of killing you.
ive had someone legit buy an observer as enemy mid and plant it in my jungle so he could gank me later. i have no idea how he got so deep in my jungle without getting spotted when he didn't smoke
ask your supports to gank him, all that matters is that you get your items so you can push your advantage onto other lanes, him not getting any is just extra.
Only way this fails is if you fail to transfer your midlane advantage to the other lanes.
i'd recommend watching some of the recent abed games, this happened to him quite a few times so you'll find the answer there.

Get the supports (pos 4&5) to smoke gank with you, roam in and get some aggressive wards up and then cuck the mother fudger as he is farmin to catch up.
Alternatively you can push mid tower hard to drag him outta the jungle or else Mid T1 drops which is important. It used to be YUUUUUGE but with the addition of shrines, TPing to the mid lane/rosh pit isn't as hard anymore. Still all that extra gold+ map control can allow mid to put pressure on another lane and take dem towers.
if ure flashfarming u actually do want enemy t1 to stand because it stops ur wave from going down their t2 when u shove it
Gank him. Buy a Shadow Blade and take him in the jungle. If you already have mobility like Storm or Puck (these heroes are unlikely to win mid, though), then just jump right in.
I don't get it, how do they go to jungle and beat you in networth? Early on people can't clear jungle fast enough and lanes are a lot more gold/exp. Unless he is alchemist or maybe meepo, or tb/troll/chen or something but they don't go mid.
